Sarhad Hydel Development Organization (SHYDO now renamed as Pakhtunkhwa Energy Development Organization PEDO) and Deutsche Gesellschaft fur Techniche Zusammenarbeit (GTZ), a German Government Agency for Technical Co-operation, carried out extensive studies in northern areas of Pakistan in 1992 for the identification of potential sites for the generation of hydropower.
18 MW Koto HPP located on Panjkora River in district Lower Dir was amongst the potential schemes identified by SHYDO – GTZ in 1992 which needed to be explored further.
M/s Associated Consulting Engineers – ACE (Pvt.) Ltd. were assigned the task of conducting Feasibility Study for Koto Hydropower Project in September 2008 and the task was completed in September 2011 with enhanced capacity of 31.17 MW.
PEDO has entered into an agreement with M/s Electra Consultants in association with M/s Integration, environment & energy, Germany to provide management consultancy services for Management, Design and Construction Supervision of 31.17 MW Koto Hydropower Project.
The Management Consultants carried out a detailed feasibility review of the project to identify any deficiencies and suggest improvement in the feasibility report. The feasibility review report was submitted to the Client on January 3rd, 2014 in which some arithmetic errors and discrepancies were reported by the Management Consultants in the calculation of gross and net head of the project. Furthermore, the Management Consultants observed that the location of powerhouse as proposed in the feasibility study has now been encroached by Panjkora River in the aftermath of 2010 floods. The Management Consultants suggested that the construction of powerhouse in active river channel poses serious problems, and therefore a new site has selected in the vicinity. The new site offers better working conditions as well as additional power. As a result, the capacity of the project was enhanced to 40.80 MW.
The project comprising Temporary Diversion arrangements (Coffer dam) , Weir Structure (Ogee shape overflow with gated under sluices section), Gated lateral intake with a Gravel trap, Headrace Box channel (Including Cross drainage structure & Aqueduct) , Sand trap, Power & Adit tunnel, Surge shaft, Pressure Shaft, Penstock/Manifold, Powerhouse with three Francis vertical turbine, tailrace, Switchyard, Residential Colony, Temporary facilities, Access & Diversion Roads, Bridges & Culverts, Protection works & other Miscellaneous works.
The objective of the project is to generate 40.8 MW hydropower; with average annual energy of 205 Gwh.
Koto Hydropower project will add 205 Gwh energy annually to the system which will generate Revenuein Millions per year.
